What Kind of Misuse is Observed in the Service of Recreation Provision of Social Package?
Hovik Abrahamyan, RA Prime Minister, at RA Government previous session expressed his concern on productivity of the service of recreation provision of social package in NKR and possible violations of its disposal. The PM assigned Ministries of Economy and Finance to discuss the issue together with the Control Chamber and submit offers in a short period on rising effectiveness of the program and prevention of possible abuse.
168.am asked Mekhak Apresyan, Head of Tourism Department at RA Ministry of Economy, what violations it’s being talked about. He stated that the issue is directed to improvement of social package service, and exclusion of possible abuse.
According to M.Apresyan, it’s anticipated to establish an interdepartmental working group and discuss the issues, develop proposals and submit them to the government. According to him, they met representatives of tour agencies and hotels.
To the question, what misuses have already been recorded, which the PM touched upon, M.Apresyan replied, “Generally there were complaints and problems, and we submitted offers and analysis, as well as a recommendation.”
Head of the Department stated that pursuant the submitted data more than 50 thousand agreements have been concluded in 2015 for organization of recreation by a social package.
Ashot Nazaryan, Director of ArmHotels company, in an interview with our newspaper, stated that main issues are linked to bank transfers, “All that could have been implemented more clearly. Monthly sum is transferred, the government allocates AMD 6000 per person, but once in 3-4 months AMD 18 thousand may be transferred, then a big sum may be transferred at once.”
According to him, there are rumors on abuse of withdrawal of money, instead of recreation.
“The program is really good and stimulates internal tourism, but it does not completely serve its purpose. This field needs serious reviewing and study,” A.Nazaryan said.
