10.9 bln doesn’t cover vacation only: Artsvik Minasyan on social package

At today’s RA Government session Artsvik Minasyan, RA Minister of Economy, reflected to the remarks by the Chairman of RA Control Chamber on survey of vacation component of social package.

Artsvik Minasyan said, that social package is based on 4 main directions: besides health, education financing, mortgage loans, as well as vacation are included. “AMD 10.9 billion anticipated by 2016 budget is by other three directions, besides health, and the survey was done only on the part of vacation, i.e. 10.9 billion doesn’t refer only to vacation, however, it comprises the most part,” Artsvik Minasyan said.

He stated that Ishkhan Zakaryan used the word “licensing,” however, there is no licensing in the system, “There is accounting, purpose of which is implementing accounting of tour agencies, so that all rest houses and resorts knew with which companies that activity may be organized. We have a system of qualification of resorts. The expression that accounting was formal, I don’t think should be more attributed not to the fact, that processes meant for accounting haven’t been protected, but the fact that respective control system isn’t strong enough to fully implement.”

He stated that in this period they actively worked with the Control Chamber, so that possible productive activity was excluded. In this case not only corpus delicti should be touched upon, moreover, when we speak of private and civic-legal relations at least at this moment. I think “Illegal cash withdrawal” expression wasn’t proper, as is isn’t banned. There are some restrictions, however, it’s not banned, accordingly, we should touch upon raising the addressability, and as you assigned, to more boost productivity, so that there was no impression among the citizens, that this component is being completely eliminated,” the Minister said.
