The adoption of the document with such disgraceful formulations will seriously and irreversibly damage the Nagorno-Karabakh peace process: “Vernatun”

On July 23, in the office of the “Vernatun” sociopolitical club, an extraordinary session of the club’s Commission on Artsakh, Security and Foreign Relations was held. During this session an anti-Armenian resolution passed by the US House of Representatives was discussed.

As a result of the discussion, the committee asserted:

“The resolution, introduced and in fact adopted in the U.S. House of Representatives recently, can be considered the biggest fiasco in the history of Armenian diplomacy in the United States.”

Indeed, this is the most anti-Armenian resolution ever introduced in the U.S. Congress. The resolution, introduced with the direct funding of the Azerbaijani Embassy in the United States and with the active support of the Turkish Embassy, is directed not only against Armenia but also obviously against Russia. The draft of this resolution has long been in the House agenda, however there has been no response from the Armenian diplomacy.

Several formulations of the resolution not only misrepresents the reality and the history of the Nagorno-Karabakh conflict but also distort the whole logic of the peaceful settlement, and are obviously hostile in nature with regard to the Republic of Armenia and the Republic of Artsakh.

Particularly, addressing the issue of internally displaced persons in Ukraine, Georgia, Moldova and Azerbaijan since 1991, the resolution states that the Secretary of State in coordination with the Secretary of Defense shall:

“ Submit a report to Congress no later than 180 days after the date of the enactment of the Act

(1)  On the number of citizens of Ukraine, Georgia, Moldova and Azerbaijan who have been forcibly displaced in illegally occupied regions in those countries by foreign forces since 1991.

(2) On the number of citizens of Ukraine, Georgia, Moldova and Azerbaijan who have been killed in regions illegally occupied by foreign forces since 1991.”

The adoption of the document with such disgraceful formulations will seriously and irreversibly damage the Nagorno-Karabakh peace process, which has been underway in the format of the OSCE Minsk Group since 1992 and will call into question the U.S. role as an impartial mediator and a co-chair of the OSCE Minsk Group. This will also deal a serious blow to the Armenian-American bilateral relations.

This resolution radically distorts the entire international legal framework formed during the 30 years of conflict settlement. The resolution contradicts not only the 4 resolutions adopted by the UN Security Council but also the essence and subject of the 128 resolution adopted in 1991 and 907 Section adopted in 1992 by the U.S. Congress itself.

At the same time, this resolution is an attempt to redeem Azerbaijan of all its sins as an instigator and initiator of the war, which has always tried and is now trying to resolve the conflict exclusively through military means, even through nuclear terrorism. Moreover, with this resolution an attempt is made to put the blame of all the deadly sins of aggressor Azerbaijan on the Republic of Armenia and the Republic of Artsakh.

As for the actions of authorities of the Republic of Armenia, we consider that in the current situation it is necessary to develop a n urgent concrete action plan and take steps to remove this resolution from the agenda of the Senate through the U.S. Department of State. Such precedents are known to the Department of State and have been used many times throughout history.

The Commission on Artsakh, Security and Foreign Relations of the “Vernatun” sociopolitical club  calls on the Armenian authorities to work with the U.S. authorities through all possible channels, using all the political, expert and lobbying potential of both Armenia and the Diaspora and to reach the exclusion of such resolution from being put to a vote in the Senate.”
