Appeal of the political science association of Armenia to the leaders of the co-chairs of the OSCE Minsk group

THEIR EXCELLENCIES THE PRESIDENT OF RUSSIAN FEDERATION VLADIMIR PUTIN, PRESIDENT OF THE UNITED STATES OF AMERICA DONALD TRUMP, AND PRESIDENT OF FRANCE EMMANUEL MACRON

Having discussed the aggression unleashed by the Republic of Azerbaijan against the Nagorno-Karabakh Republic (Republic of Artsakh), the Political Science Association of Armenia adopted an appeal to the leaders of the OSCE Minsk Group co-chairing states on

“Recognition of the independence of the Nagorno-Karabakh Republic as an effective means of ending the war in Artsakh”

Reaffirming the arguments presented by the board of PSAA in the statement of April 8 reacting to Azerbaijan’s aggression against the Nagorno-Karabakh Republic in 2016 and addressed to  the UN Secretary General, the Acting Chairman of the UN Security Council, and the OSCE Minsk Group co-chairing states, as well as in its statement  of 31 March 2014 addressed to the leaders of the OSCE Minsk Group co-chairing states with assessment of the expansionist statements made by Azerbaijani president Aliyev, the Association of Political Science of Armenia expresses its extreme concern over the fact of participation of terrorists – mercenaries of Al-Qaeda from Turkey in the battles of Azerbaijan against Artsakh. The following should be noted: the authoritarian/totalitarian regimes of Turkey and Azerbaijan, using ISIS Islamist mercenaries, are waging a genocidal war against democratic states – Armenia and NKR.

Highly assessing the statement adopted by the leaders of the OSCE Minsk Group co-chairing states on October 1 this year, and emphasizing the fact that the establishment of the Nagorno-Karabakh Republic is in perfect compliance with the UN international legal norms, as well as the Constitution and the legislation of the USSR in force at that time, we kindly propose to the esteemed Presidents of the Russian Federation, the United States of America and the French Republic to consider the possibility of recognizing the independence of the Nagorno-Karabakh Republic (now the Republic of Artsakh) as an effective means of ending the aggressive military actions of Azerbaijan and Turkey aimed at repeating the Genocide against the Armenian people.
