Which of the super-states wrote Hayrikyan’s letter?

Yesterday the key theme of the political circle of Armenia was the death attempt of Paruyr Hayrikyan and the possible further developments as a result.

A member of Karabakh committee Ashot Manucharyan also adverted to this matter. He along with Hayrikyan was one of the activists of foundation of Armenia. When speaking of the incident, Manucharyan first of all drew attention to the internal situation of Armenia, by mentioning that it is the Achilles Heel of our country. “We live in such a shaky internal situation that any foreign and external force or person can easily turn over the situation here and the country may appear in a turmoil. In this sense, what happened here passed through the cover of “Thank God.” Yes truly, in this case, thank God we didn’t have any human loss,” said Manucharyan.

The latter also added that we should say thank God in the political sense as well because if something more serious happened, there would immediately be all kinds of serious statements and the country would appear in real turmoil. “This has become another signal for us. We should have been much more serious about our internal situation and the ones who think that everything is OK, nothing serious happened should realize that this was a signal, perhaps a direct signal. Through such steps countries exchange information among each other. If one of them is discontent about something, they send a signal to the other state by warning what would happen if things don’t change. Unfortunately, this is included in the international practice,” mentioned Manucharyan. But he also noted by saying so he wouldn’t like to evaluate what had happened. According to him, this is just a signal of where we can appear in such cases.

These events also require further answers. By analyzing the situation, the experienced political and public figure tried to draw historic parallels by trying to remind of the past political assassinations in Armenia. “This has been repeated a few times and it’s become sort of fashionable to apply these methods in relation to Armenia.” Based on that, Manucharyan highlighted that Armenia should be able to respond to such incidents in an appropriate manner because this is becoming a common trend for the country.

“Everybody knows that it’s possible to do such things in Armenia. Reminder: the first political assassination in Armenia was of Hambardzum Galstyan. But there were numerous other cases – the incidents with Arkady Ghukasyan, October 27, etc. It means that people here think that it’s possible to do such things in Armenia. We should be able to plan our first steps in conditions like that. We should undertake all the necessary steps not to shake up the situation in the country,” he said. Manucharyan thinks that in such cases, when there is something serious behind the process, a prominent circle should be established, which can properly react on behalf of Armenia.

“Such a situation was created after March1 when the parties couldn’t talk to each other and there was no one to mediate or dictate what should be done. It means that there should be a prominent circle. At some point it could have been the church or a group of intelligentsia,” said Manucharyan. According to him, it is not very important what the format of this circle should be because the political figures should decide the functions of the circle.

Also, Manucharyan thinks that besides police investigation of the case it is also necessary to conduct a political scientific expertise. But it should be done in a covert manner to avoid political bargaining. More interesting to learn the opinion of Manucharyan, by which different countries start to speak and express opinions. “Let me bring one example. Let us also add that Ashot Manucharyan having taking into account all the details thinks that it’s right that the investigation of Hayrikyan’s assassination attempt is being conducted by the National Security and not the police. To the question of 168-Zham whether it was be good to assign bodyguards to presidential candidates, Manucharyan said, “To be honest, when I was a interior affairs minister in 1991 assigned bodyguards to candidates after the incident in one of the villages, in Parvakar. In the aspect of political turmoil and in a broader context there was the need for that for the security purposes.”
