Negotiations are at a Deadlock, however, There is a Way Out: S.Tarasov

“With its present form OSCE MG is consumed,” Stanislav Tarasov, expert, columnist at Russian “Regnum” news agency, told 168.am reflecting to the situation on NK conflict zone. He highlighted consultations of OSCE MG Co-Chairs to be held in Moscow on September 8, claiming that it’s going to be scheduled work, which has been regularly organized in Paris, Moscow and Washington.

Purpose of that meeting, according to Tarasov, is coordination of efforts of the three around NK issue settlement process. In his words, it’s clear that attention will be attached at the process of implementation of the agreements reached in Vienna and St. Petersburg. “Azerbaijani president Ilham Aliyev, by declaring war in Baku, raised and strengthened his own power, initiated a process of constitutional amendments, which strengthen his personal authority. Armenian president Serzh Sargsyan in Yerevan, seemingly, is getting prepared for certain regulations in the country’s foreign policy.

It seems Vienna and St. Petersburg agreements lack for Baku, as it again claims implementation of the well-known four formula of UN Security Council on NK issue. Azerbaijani Foreign Minister Elmar Mammadyarov appeared with comments on it during the meeting with his Georgian counterpart, touching upon NK conflict settlement negotiation process. At this stage this was clear.

Armenian FM Edward Nalbandian these days attached attention to the importance of raising trust. On the one hand, this is completely logical, as practical implementation of the agreements reached in Vienna and St. Petersburg is stressed. On the other hand, Nalbandian moves the settlement issue to the future, as succession of current processes doesn’t exclude participation of Stepanakert in negotiations, which won’t violate OSCE MG format or the Madrid Principles,” Stanislav Tarasov said.

The latter also stated, that by his impression, the most interested side of installation of investigative mechanisms is Stepanakert. It turns out, that Yerevan and Baku are returning to their previous positions. “This means that OSCE MG with its present form is consumed or is at a deadlock,” Tarasov said. To the question how the established atmosphere should be changed, Tarasov replied that he sees an exit. He stated that OSCE MG should prepare a draft bill to UN EaP formula on NK conflict, which will suppose exclusion of resumption of military operations and progress in the settlement process.

Stanislav Tarasov doesn’t exclude that such talks in MG are already existent. In his conviction, it wasn’t accidental either that OSCE MG U.S. Co-Chair James Warlick these days expressed hope that peace is possible.

A few days ago MG U.S. Co-Chair made an unexpected twitter post, stating that “Peace in Nagorno Karabakh is possible.”
