Ceasefire in Syria will Establish Stable Environment for the Settlement of Other Conflicts, Including NK: A.Malashenko
“There is no direct connection between Syrian crisis and NK conflict,” Alexey Malashenko, member of the Scientific Council of the Moscow Carnegie Center, Chairman of the Religion, Society and Security Program, political analyst, told 168.am, reflecting to the agreement reached between Russia and the USA on ceasefire in Syria.
Russia and the USA announced on the agreement on establishment of ceasefire, which will bring violence reduction and resumption of peaceful negotiations. It includes suspension of military operations by Syrian armed forces as well. “Today the USA and Russia state about a program, which will allow reducing violence, tortures and will resume the process of peaceful negotiations and peaceful settlement. Hopefully, it’ll become a turning point if the program is fully implemented,” U.S. Secretary of State John Kerry said. According to him air attack by Bashar Assad should be ceased to stop violence. Besides, Syrian military forces should cease all the operations, as bombardment leads to tortures of the country’s civilians. It’s also stated that the plan includes complete ceasefire, including suspension of air attacks.
Malashenko stated that the agreement between the USA and Russia on Syria is welcomed, which means, at this stage Syrian conflict at least won’t obtain a sharper nature. However, according to him, it’s early qualifying it as a historical agreement, as throughout the whole period of Syrian conflict, a few agreements on ceasefire have been recorded, which weren’t followed, and again the situation sharpened in Syria.
He stated that this time desire of the parties is really great to reach ceasefire in Syria. “It’s worth taking into consideration, that ceasefire in Syria doesn’t depend on presidents of Russia and the USA any more, for the USA it’s difficult to appear with guarantees. There are lots of uncontrollable powers and unities, as a result of the activity of which a range of agreements have been violated. Hopefully, this agreement will be a bit more stable and will bring Syria to peace,” Malashenko said. According to the latter, if the agreement turns into a ceasefire, it’ll start to recover international relations and the situation in the Middle East and adjacent regions.
The Russian expert hesitated to comment on impact of this agreement on ongoing situation on NK conflict zone, stating that even if ceasefire is established, Syria will need longer period to pass on to a peaceful life, only in that case adjacent regions may be touched upon. “I consider, we can’t find a direct connection between NK conflict and Syrian crisis, it lacks, thus, it’s complicated to discuss its impact. Russia-USA agreement is a positive milestone in bilateral relations, which may be reflected on cooperation of these two mediators in negotiations, it’ll become more systemized and the ceasefire in Syria will generate a stable environment for the settlement process of other conflicts, including NK conflict, as well as for establishing peace in the region.
However, I should insist again that NK conflict is an unpredictable conflict, and it’s difficult to connect it with the settlement processes of other conflicts,” Malashenko said.
