The USA and Russia will attempt to keep NK conflict from Russia-USA confrontation global context: A.Rahr

“It’s encouraging that negotiations around NK conflict settlement elements are existent,” German analyst Alexander Rahr told 168.am, reflecting to assessments on NK conflict settlement process.

These days U.S. Secretary of State John Kerry stated that presidents of Armenia and Azerbaijan aren’t ready for the settlement, and there are no prerequisites for it. Deputy head of the Azerbaijani presidential administration Novruz Mammadov qualified this statement as “upsetting.” In his turn, Azerbaijani president Ilham Aliyev provided certain details on negotiations, informing that the Azerbaijani side is urged to recognize NK independence. “Pressure is exerted over us behind the closed doors, forcing to recognize independence of Nagorno Karabakh. We don’t uncover much details, as there are diplomatic rules. Azerbaijan will never agree on it,” Aliyev stated.

Alexander Rahr stated that these statements prove that despite information vacuum, there is an intensive negotiation process, which is being pushed forward both by Russia and the USA. Rahr also reminded the statement by RF Foreign Ministry official representative Maria Zakharova’s reflection to John Kerry’s statement. Zakharova stated that the Co-Chairs are working and it’s better working, instead of making statements. There is an impression that the Co-Chairs have chosen the strategy of working in a closed atmosphere, to all likelihood considering, that after the agreement all this may be enshrined by a meeting. However, it became clear from this statement by Aliyev, that in this issue there is a decisive approach by Azerbaijan, or through this statement work is implemented to prepare the public to this step.

The statement by Warlick was a bit concerning, as he touched upon the fact, that they hope that the presidents will agree to meet. It seemed there was no process, the sides are alienated form one another, however, recent statements make suppose there were active negotiations in this period, during which substantive issues have been covered and even pressure has been exerted. This is encouraging,” Rahr said. According to the latter it’s difficult touching upon turning changes, a situation has changed both in the Middle East and in the conflicting countries and the conflict region. “Taking into consideration of all this, it should be stated that the statement by Kerry was not pessimism, but an attempt to exert pressure over the sides,” German political scientist said.

To the question how Syrian crisis will be reflected on USA-Russia activities in NK conflict zone, Rahr replied that the mediators will continue with low productivity, attempting to keep this conflict from Russia-USA confrontation context. “The forthcoming months will show to which extent they’ll succeed at this stage. Today I observe work, which, let me repeat once again, is encouraging,” Alexander Rahr concluded.
