Azerbaijan doesn’t even hide, that it attempts to give military solution to the issue: Tevan Poghosyan
Today Serzh Sargsyan delivered a speech at the parliament, where there was a reflection to Artsakh issue as well. S.Sargsyan stated he won’t touch upon all privileges of Kazan document compared with previous variants, as by that he would violate secrecy of negotiations. He only stressed that until now anyone wasn’t able to publicly introduce the option, details of which “We’ve long discussed.”
168.am asked political scientist Tevan Poghosyan whether it became clear from the speech what option is being touched upon these years, what settlement option is available on the negotiation table.
“Different people speak by different anticipations, regarding what is discussed, but as long as there is no a published version, making anticipations would probably be the most improper policy,” he said.
He stated which the most important issue of the settlement is, “It was mentioned by one sentence in the speech: until there is Artsakh representative on the negotiation table, any approach toward the issue settlement is a Hollywood scenario or analytical material, proposal developed by any center. It has no connection to the real life. Where are Vienna agreement and real life? Azerbaijan says anything on Kazan document, however, it’s the first to refuse that document. What conclusion we may draw?”
Serzh Sargsyan mentioned in his speech that the settlement is postponed due to Azerbaijan, leadership of which strives to maintain the status-quo, that time works in favor of Baku. According to Sargsyan we support peaceful settlement, however, we are ready to protect our security at any price.”
Asked on account of the well-known April development in 2016 until now the tense situation on Karabakh-Azerbaijan contact line, every time instigated by Azerbaijan, whether it doesn’t mean that Azerbaijan at least attempts to use that period in its favor.
In reply the political scientist said Azerbaijan doesn’t even conceal that it attempts to give military settlement to the issue, “Doesn’t purchase of weaponry edify that it has chosen military settlement of the issue? In fact, Azerbaijan has spent a lot of money to various countries and purchase money by that. It didn’t buy those armaments to keep in storehouses, but to use it. We should be ready to boost our security. The side, which better used the time for status-quo to strengthen, increase the population, go in the way of democracy, build a powerful state, work in its favor. All opportunities are available, work should be carried out.
There are lessons we learned: we installed some systems on the frontline, we attempt to boost military industry, contribute to science, develop alternative models, however, we should understand that we aren’t capable of solving only some points, systemic changes are necessary. Unfortunately, it doesn’t happen yet.”
