Vladimir Gasparyan’s method that does not work
If Vladimir Gasparyan decides to follow the example of incumbent mayor Taron Margaryan and ex mayor Gagik Beglaryan and pursues doctor’s status in sciences, he will do better than anyone else in Human Relations topic. In his thesis the police chief can refer to his example and as an experiment assert that hundreds of replacements within a system do not change the quality of the system.
Since his appointment in the police chief’s position Vladimir Gasparyan has done replacements in the police system almost every month. Very often the police chief explains his replacements with philosophic expressions and ideas. Let’s be honest and say that he is doing it very well.
Recently the police chief did one more replacement in the system; he appointed a police squad chief, who had just recently moved from Gegharkounik region to Kotayk region, in the position of Shirak police head. The reason, according to our information from the police, is the fact that after the recent law violations committed by the son of Gyumri’s former mayor Vardan Ghukasyan the police of Shirak did not undertake necessary actions. The police chief got angry and replaced high ranked police officials.
These replacements do not bear fruit because such issues of immunity of people under patronage do not depend on the police as they are subject to political decisions. Vardan Ghukasyan is not a top representative of the Armenian political elite, but certainly he has privileges that save him from punishment and he has proven to be untouchable. This family has green light at the highest level of political government, and no police chief can stop them till the indulgence on the part of the top elite is over. Vladimir Gasparyan knows this better than anyone else because these are the rules of the game and he adheres to these rules.
Recently information was published in media saying that the authorities are going to make massive replacements in the government. According to such rumors, a number of ministers and governors will be replaced. However, these mechanical replacements of players in the government will not have any positive effect as Vladimir Gasparyan’s replacements do.
In order to change something, the rules of the game in the system must be changed. If the rules of the game are not changed, even the best police chief becomes the worst as he has to adhere to those rules. To change these rules of the game, the authorities will have to give up on their internal rules of regulation and do everything legally and according to the Constitution. In this case there have to be replacements of not police heads but replacements of those who are appointing them.
In a word, it is more realistic that Vladimir Gasparyan will receive a Nobel prize in Human Resources Management than to expect any positive change from his replacements.
