Death or Power

At its extraordinary session held the day before, RA National Assembly passed a bill on amendments in Governmental structure, under which Ministry of Territorial Administration was separated from Ministry of Emergency Situations for allocating it to Armenian Revolutionary Federation (ARF), and appointing David Lokyan as a Minister. Just a National Assembly and David Lokyan. Just a miserable governmental system and the 125-year-old party. And national desires, which won’t fulfill if Republican Party of Armenia (RPA) doesn’t conclude a long-term cooperation with ARF.

However, like RPA in years of its operating, ARF as well, throughout history “served the nation” not on account of themselves but that of the state and the society, as it’s hard to serve the nation by resources already at hand, within the public administration system, that is inflated enough as it is. For this, another ministry should be established on account of taxpayers, with its deputy ministers, heads of departments, secretaries and drivers, so that the service were more loyal and devoted.

Yesterday something has legislatively been confirmed, what is called subordination/serving of state interests to party interests. Two years ago the unified Ministry by the “fostering productivity of public administration system” grounding was separated again, so that political party interests of the two—leading RPA and striving to power ARF—are separately satisfied on account of productivity of public administration, i.e. taxpayers. Arpine Hovhanissyan, who introduced the bill, was declaring with all sincerity that the Ministry was being separated out of political expediency.

Thus, the reality, that in Armenia it’s not political parties, politicians and officials who serve the state, just the contrary—state is being served to those units, has legislatively been affirmed. And this is just the beginning. RPA and ARF have just brought new Constitution to life, which, obviously, is a utility digest. As for ministries, in recent period establishment of ministries of Happiness in some African and Arabian countries became modern. Likewise ministry can be founded in Armenia as well and Gagik Tsarukyan, former head of Prosperous Armenia Party (PAP), could have been appointed the minister, as exactly due to alienating him from politics, current cooperation between RPA and ARF became possible. Presently both Tsarukyan is happy and busy with his favorite job-business, and RPA and ARF benefitted from his alienation.
