One shouldn’t Spit on Constitution, Pass Water on it: Hrant Bagratyan
“Remember you were protecting Constitution? However, at least in that Constitution, which I didn’t protect on the whole, I told on separate points on which I was asked. The Constitution reads that we accept the notion of monopoly and regulate it. And what right does the state have to live in beyond-Constitution environment? On Electoral Code they say: how we should print the voter lists, confidentiality will be violated, in this case, how do you violate it for 3 months? Why do you say Mr. Shaboyan what did they bring in, by which monopolist is being defined, and monopolist decides the amount to go to the state budget,” MP Hrant Bagratyan said today during the discussion of the State Commission for Protection of Economic Competition, criticizing how they can adopt the project.
“One shouldn’t spit on Constitution, pass water on it, even on the Constitution adopted by you, you see?” Bagratyan said.
He noted that monopoly of Rosneft is conditioned by the accord signed in December, and this is the reason that prices in the world go down, however, in Armenia we aren’t able to decease it.
H.Bagratyan advised not to say that price may be grown, if salary or any other factor has changed, as price may change only based on supply and demand, and one shouldn’t make the State Commission for Protection of Economic Competition a state commission for price settlement. Eduard Sharmazanov, NA Deputy Speaker, stating that he highly estimates Bagratyan’s gaining, right to freedom of speech, and urged him to criticize correctly, “Form your speech in other words, I don’t feel easy to say this to a person like you.”
“I’m really in uneasiness. What is not linked to 1993-95, is an absurd for you. To the law for which 100 people voted, you say, it’s an absurd, you are the only right person here,” expressed his discontent Vardan Ayvazyan, head of NA Standing Committee on Economic Affairs.
In his opinion, the absurd is that Bagratyan didn’t make any proposal, “I understand elections are close, and everyone should already jump over the hedge.”
“The absurd is, you won’t accept the project. If it’s based on supply and demand, why in this case did you initiate this body? Why do we pay salaries?” Ayvazyan said and went on, “Constitution is mine and yours, Mr. Bagratyan, and it’s a question you’d make use of it more than me.”
Bagratyan agreed on Sharmazanov’s remark, “I simply made a joke, a bit evil one.”
Coming to Ayvazyan, H.Bagratyan announced that there is no need for demagogy, and mentioned that he won’t introduce draft bills any more, as none of his 32 authored laws was passed, “You just let it freeze, and only after that you submit it.”
H.Bagratyan noted that Republicans are more enthusiastic regarding elections, “We didn’t even mention that we’re going to participate in the elections, we just posed a question, just give its answer, and don’t say we’re enthusiastic about them.”
“We participate in country’s natural life,” Ayvazyan noted and said, the State Commission for Protection of Economic Competition project is being passed without voting.
