Concrete negotiations should be launched and not talks around conditions with the participation of mediators: Boris Navasardyan
“After taking the Police patrol regiment the existent deadlock hasn’t calmed down throughout these days,” Boris Navasardyan, Chair of Yerevan Press Club, told 168.am touching upon the exits of settlement to the critical situation established as a result of the activities of “Sasna Tsrer” group members.
He stated that the deadlock, established in Yerevan due to seizure of the Police patrol regiment, has remained unchanged.
“In any case I consider that the negotiations, moreover, around the political agenda, should continue with the rebels. If negotiations are constructive and lead to a settlement, which is in line with the interests of the society, I don’t exclude that more compromising approaches will be manifested,” Navasardyan said.
To the question around which issues he imagined compromise on account of radical disposition of the sides—the authorities and “Sasna Tsrer” group members, Boris Navasardyan replied, that there should be guarantees, that a situation will change in the country. In his qualification those guarantees should be so perceptible, convincing and serious, that people agreed on compromises. Otherwise, according to Navasardyan, if the same situation continues in the country, then naturally, people, who took that step, will never agree on a compromise. He didn’t exclude that the authorities would decide to solve the situation through attack.
“If the authorities remain on their positions and don’t intend to go to an essential compromise, naturally, this means, they can’t leave the situation last long and simply will seek for a proper moment to attack, which we understand will have a tragic development and tragic ending. However, in any case, I want to hope that negotiations will move to the political field and will be exactly negotiations and not talks around some conditions with the participation of mediators, which can’t provide any result.
Negotiations presuppose two sides, the two position and the two have responsibility to implement the agreed points. In fact, such negotiations, as I may judge, haven’t been recorded. There were talks on change of conditions under this situation: should reporters come or no, should Sefilian come or no, i.e. more technical issues have been discussed and not real political settlement. Here real negotiations are needed and not mediation service,” Boris Navasardyan said.
According to the latter Sefilian-Sargsyan meeting may be an attempt of such negotiations, as we observe from different statements, that the rebels trust Sefilian by 100% and will implement his command and decision. “Thus, this format is unacceptable, and not necessarily should be held in the territory of the Police patrol regiment,” he noticed.
Regarding the exit, when the authorities promise to meet the group members only in case of laying down the arms, Navasardyan said, “Naturally, such condition can’t have implications. They lay down the arms, accomplish their mission, and what Jirair Sefilian and Serzh sargsyan will speak in the aftermath, may have no results, they may introduce their approaches, i.e. we will return to the situation prior to the rebellion.”
