We all know where that plan came from: US Co-Chair hints that “Lavrov plan” is on the negotiation table

“We don’t call it a Lavrov plan,” OSCE MG American Co-Chair Richard Hoagland told reporters in Yerevan today, reflecting to current plan in suspended negotiation agenda of NK conflict and the settlement plan, which received the name of Lavrov plan.

Hoagland said he can introduce to the reporters details of the circulated program, which the reporter called “Lavrov plan”. “Let me diplomatically say, we don’t use that notion or expression. There is a plan, which is being circulated. What’s it?

It’s rather comprehensive, it’s comprised of three parts, however, it isn’t proper that I provided details on it, as the two sides negotiating around it should yet work around separate issues. Diplomacy is like a playing card, you can put all of them on the table. When there is some plan, it’s very good, when it is, however, some part may need changes from that plan, we don’t initially speak of all details,” the Ambassador said.

He also clarified whether Armenia’s authorities agreed to accept that plan. According to him both parties to the conflict have clear view of the plan, however, it doesn’t mean they agree to it. Hoagland considers that circulated program is very detailed and clear. “I’m absolutely sure that heads of all sides perfectly realize what that plan supposes. Issue of diplomacy is developing conditions, that they were on the negotiation table and around the issue, and they were able to raise the issues, around which there is consent,” the Co-Chair said.

To the clarifying question whether that plan is the initiative of the Russian side, Hoagland said it’s a difficult question to answer. “The plan currently on the table doesn’t radically differ from formerly circulated plans. I don’t want to comment on which country has made up this plan late at night. I can say that this is a very good, internationally approved plan, OSCE, the Co-Chairs support it,” Hoagland said. He expressed hope that Armenia and Azerbaijan would like to negotiate around that plan.

“We strive to that, we want that Foreign Ministers sat and worked around issues, which give way to disagreements, after it, when there are proper conditions, two presidents sat and talked, they may also reflect to issues giving way to disagreement, by best diplomatic traditions reach to the resolution, in which all the sides may gain.

You wouldn’t like, but we don’t use that name, we don’t say “Lavrov plan”. We all know where it cames from, however, diplomatically we call it “a proposal, a plan on the negotiation table”. I follow the standard description,” OSCE American Co-Chair said. He also clarified what is currently on the table it’s the developed, polished version of former plans.
