The Details of the Investigative Mechanism are under Discussion by the Sides. James Warlick

James Warlick, U.S. Co-Chair of OSCE MG, replied to the questions of 168.am.

As result of the second meeting of Presidents Sargsyan and Aliyev after the April War a statement was disseminated in which there is no mention of installation of monitoring mechanisms which was the basis of Vienna meeting. The statement only touches upon expansion of the existing office of Ambassador Andrzej Kasprzyk. Do you think that this meeting reaffirmed the outcomes of Vienna meeting, specifically introduction of investigative mechanisms? French Ambassador to Armenia mentioned today that OSCE is continuing works towards installation of investigative mechanism. What are the specific actions and are there any issues to reach an agreement on the issue?

At the St. Petersburg summit, the Presidents made clear that they are committed to the outcomes of the May 16 meeting in Vienna.  These include keeping the situation along the Line of Contact stable, putting in place measures that will reduce the risk of future violence, including consideration of an investigative mechanism, and resuming negotiations that can lead to a comprehensive settlement.  Accordingly, the Co-Chairs will continue working with the sides on a proposal to establish an investigative mechanism and on elements of a settlement in order to make further progress on our shared objectives.

Ambassador Warlick, will You please clarify—what does investigative, control or monitoring mechanism mean? Where and how will it be used, who will be its implementers in NK?

The details of the investigative mechanism, such as the specific tasks investigators will assume and under what circumstances they will be deployed to the Line of Contact and Armenia-Azerbaijan border, are under discussion by the sides.  The OSCE will be the organization in charge of implementing the mechanism, and the Co-Chairs, in their capacity as OSCE mediators, will continue to work with the sides on refining the proposal.
