From the fear of kick-backs
Yesterday in the joint session of the standing committees of the NA the bill of the RA state budget was introduced. In the coming weeks the NA will be busy discussing the state budget and indeed in the end will approve the budget. Within those two weeks two processes will simultaneously take place in the NA – public and covert. During the public hearings not only opposition but also some government party MPs will try to prove how concerned they are of the social conditions of the society; they will request the government to increase the social benefits. The main intrigue in regard of the budget approval usually takes place in the covert deals when each of the NA MPs try to cut deals with the government to receive their quotas in the purchasing process, their deals to win tenders and receiving kickbacks. Indeed, the budget will be approved if the government elite doesn’t change its mind. All the society will witness is the emotional speeches of the MPs, who have long ago become tedious and uninteresting.
