A Change for Distrust
Yesterday by third reading RA National Assembly adopted the Electoral Code—new rules for the game of power development upon new constitution. The authorities say the new Electoral Code is a few steps ahead of the previous one and will essentially raise legality and transparency of holding elections. The opposition says the new Electoral Code is not a good one, as its all claims haven’t been accepted, accordingly, elections can’t be more legal and free.
Like almost in all cases both the authorities and the opposition are far from the reality. As even by the best electoral code of the world it’s impossible to hold free and fair elections, if that much discussed political will lacks.
And on the contrary, even by not so properly composed code the fairest and freest elections may be held, if all the subjects of political system, however, first and foremost, the authorities, have not only will, but courage for that. Courage to refuse. Courage to withdraw from the power.
Do the authorities have a political will to hold fair elections as assured by their representatives? To answer this question one should answer to the following question prior to that: are the authorities ready to withdraw from power in case they lose the elections? Obviously, answer to the second question is negative. Unambiguously negative.
Accordingly, it should be recorded, that yesterday the National Assembly adopted a legislative act of provision of the RPA victory at the 2017 Parliamentary elections, which out of political correctness and international responsibilities is called the Electoral Code. It also sounds better like that.
