Two proposals to include in Armenia’s new Government program: Levon Ter-Petrosyan

Having no doubt that Karen Karapetyan has assumed the position of the Prime Minister with the sincere instigation to heal the country’s economic condition, I consider, he, first and foremost, should take the following undeniable reality into consideration.

Root of Armenia’s all mischiefs—hardest social condition, poverty, mass migration, army’s mal-equipment, illegal elections, inexistence of justice, democracy and human rights violation is corruption, the widespread and insatiable looting of national wealth by state officials.

Thus, the most urgent issue before the Government should be not formal, but productive use of mechanisms of the fight against corruption, for which it’s necessary to:

1.Eliminate extra budget accounts and foundations of Ministries, other state departments, as well as local self-government bodies.

2.Immediately eliminate Article 20 of UN Convention against Corruption (UNCAC) on illegal enrichment of state officials.

If these two provisions aren’t included, having hopes on improvement and development of Armenia’s economy will become senseless, and the new Government will have the fortune of the previous two.

Although these proposals aren’t new and have been repeatedly touched upon, until now they didn’t have worthy response.

Until corruption is uprooted in Armenia, any Prime Minister, no matter how mighty he is, won’t record any success and after a while will become another scapegoat.

Due to insatiability of the authorities and corruption we can lose not only our independence, but also Karabakh and Armenia.

The new Government should deeply realize this and should manifest courage and determination to overcome the greatest mischief. Otherwise, his any promise on systemic changes will remain an empty talk only.
