Karabakh Spiral
It expanded from intra-state clashes
within Azerbaijan,
rapidly followed by inter-state conflict
between Armenia and Azerbaijan,
to a wider regional South Caucasus war
involving Turkey and others.
Fuelled by a deadly arms race,
the whirlwind of violence continued to escalate.
Profound challenges confront us today:
How can we reverse the conflict spiral?
Who will lead the way?
