Any Amendment in Technical Specifications is Impermissible after the Agreement is Signed: Movses Hakobyan
The situation developing in the region throughout recent period obliges to organize our work more clearly and flexibly. Movses Hakobyan, deputy head of Armenia’s Armed Forces General Headquarters, told this at the Ministry of Defense. “It’s not a secret, if I say that Armed Forces, as the only guarantor of security provision of the Republic of Armenia and Nagorno-Karabakh Republic, face the most crucial issue—provision of our people’s security. People present here, as well as all layers of our society bear responsibility for country’s security provision,” Movses Hakobyan said.
He stated that the issue of Headquarters is well-timed supply of qualified goods. “The Headquarters doesn’t face the issue of cheap supply. I repeat once again, it faces the issue of qualified and well-timed provision of material resources,” Movses Hakobyan said, adding that information was being circulating in media outlets, in which issues of material provision and shortcomings are highlighted. “Of course, the majority doesn’t correspond to the reality, however, the part, which is true, is enough for us to undertake serious measures to settle such issues and exclude them in the future,” the Deputy Defense Minister said. He stated that the way and guarantee to provide qualified and competitive means is competition. Movses Hakobyan reminded if formerly an agreement was signed on purchasing from one person, then hereinafter any amendment, extension of terms and other functions in the technical specification will be impermissible,” Movses Hakobyan said.
Touching upon he order of claiming, he stated that he has set an issue before himself and his officers to discuss the complaints. Being satisfied doesn’t mean that your desire became a reality. In many cases you may be satisfied that you have learnt something,” he said.
