Works are Ongoing in Vienna Regarding Installation of Investigative Mechanisms: Ambassador of France to Armenia
“Installation of trust-building mechanisms is also the disposition adopted by your country,” Jean-Francois Charpentier, French Ambassador to Armenia, told reporters today, reflecting to installation of investigative mechanisms.
According to Ambassador Charpentier one of the key issues of Vienna meeting was installation of investigative mechanisms, moreover, crucial issue of those meetings, due to installation of which trust will be provided for establishment of mechanisms.
“This presupposes expansion of the office of Andrzej Kasprzyk, as well as installation of controlling mechanisms along the whole border. These mechanisms will allow revealing occurrences and developments of the four-day war. Naturally enough, we support implementation of such an approach. Works are ongoing in Vienna, we work with our partners in this direction. By saying Vienna, I mean OSCE. This is exclusively the crucial means, due to which opportunity will be provided to establish trust-building mechanisms,” the Ambassador said.
Charpentier disagreed with the observation that the diplomacy was silent throughout the four-day war, and instead militants had their say,
“If it’s not visible for the society, it doesn’t mean at all, that nothing is being implemented. Along the night of April 2 mobilization was recorded in the capitals of all interested parties, in particular, in the capitals of OSCE MG Co-chairs, I was also somewhat engaged with that mobilization process. We followed the developments. Visit of State Secretary for European Affairs within the French Ministry of Foreign Affairs and International Development to Armenia and Azerbaijan was rather quick, and that visit was agreed with the Co-chairs, it pursued the purpose of collecting facts, information, our intention was to quickly start working, which would provide the opportunity to resume the dialogue.
You know, when the two states confront, militants interfere first to suspend fire. Naturally, we can’t but express out content, that Russia succeeded to reach ceasefire agreement.
As for diplomacy, it’s its function to interfere for the purpose to avoid resumption of likewise operations. The best example of not being repeated is installation of trust-building, investigative mechanisms. I really want these mechanisms to be installed, hoping to spread light on all the events recorded in April,” the Ambassador added.
To the question why the statement following the St. Petersburg meeting didn’t cover installation of investigative mechanisms, the Ambassador replied that according to his information works are ongoing in Vienna. “In any case, for the time being, I don’t have such information, that the issue of installation of investigative mechanisms has been ignored, works are ongoing in Vienna. If it wasn’t mentioned in the statement it doesn’t mean that works aren’t being implemented to that end,” the diplomat said.
Touching upon investigative mechanisms he said, “It doesn’t refer deploying a peacekeeping mission, but observation mission, expansion of the quantity of the contingent. I assumed the position of Ambassador of France to Armenia, I’m not specialized in such issues, we have an appointed Ambassador, who will gladly reply to your questions,” he said.
Charpentier also added if there are no trust-building mechanisms, naturally, resumption of the dialogue is becoming difficult. “It’s also the disposition adopted by your country,” he noticed.
