In an interview with “Armenpress”, Foreign Minister of Armenia Edward Nalbandian said no agreement has been reached over the Nagorno Karabakh conflict settlement during the St. Petersburg summit. Deputy head of Azerbaijan’s Presidential staff Novruz Mammadov made comments on St. Petersburg meeting. What would You say on this?
That official, Novruz Mammadov, has never participated in any negotiations. The St. Petersburg summit was not an exception. At the last meeting, he only participated in the working dinner during which only the issues related to the installation of investigation mechanisms of incidents and the increase of the scope of responsibilities of team of the Personal Representative of the OSCE Chairperson-in-Office were discussed.
As for the settlement package of the Nagorno Karabakh conflict, first of all, as it was repeatedly stated, it should be based on the recognition of the NKR people’s right to self-determination by Azerbaijan.
No agreement on the conflict settlement was reached at the St Petersburg summit.
At this stage, Azerbaijan must unconditionally implement the agreements reached and reaffirmed in Vienna and St. Petersburg summits which are the followings: first of all, the peaceful settlement of the conflict, the implementation of 1994-1995 trilateral termless ceasefire agreements, the installation of investigation mechanisms of incidents, as well as the increase of the capabilities of the team of the Personal Representative of the OSCE Chairperson-in-Office. This will enable to establish appropriate conditions for the resumption of negotiations aimed to settle the conflict.
