Mammadov’s Lie Pursues the Purpose to Conceal Baku’s Diplomatic Failure from Azerbaijani Society: Modest Kolerov
Interview with Modest Kolerov, Russian political analyst, first class advisor of Russian Federation, editor-in-chief of Russian Regnum and Rex agencies.
Mr. Kolerov, Sargsyan-Putin –Aliyev negotiations were held in St. Petersburg by a few stages. In your opinion, which were the results of the meeting on NK conflict settlement?
Results of the summit held in St. Petersburg should be assessed as unexpectedly positive, as that summit confirmed and enshrined the chief outcome of Vienna meeting. It was decided in Vienna, that the contingent of international observers is being expanded, investigative mechanisms are being established, i.e. decisions of Vienna have been confirmed, from which Ilham Aliyev intended to withdraw prior to the meeting in St. Petersburg, i.e. diplomatic defeat of Azerbaijan in Vienna was confirmed in St. Petersburg. This is the main outcome.
As you remember, as a result of Vienna meeting, it was enshrined that there is an agreement to continue works on installation of investigative mechanisms, however, it wasn’t reflected in the joint statement following the meeting in St. Petersburg. In your opinion, in the end were the mechanisms and observers the main achievement of Vienna meeting?
Of course, there are issues in installation of those mechanisms, as those mechanisms are not favorable to Baku, however, expansion of the contingent of observers was the central part of that mechanism. Thus, I don’t observe any regress here. Works are being implemented to that end, this is a process.
As a result of the trilateral meeting the presidents agreed to continue meeting within that format parallel to activities of the Minsk Group (MG). This formulation has been much touched upon in Yerevan. There are opinions that this means that forthcoming high-level meetings on NK conflict settlement will be launched under Russia’s umbrella. What do you think of this?
It speaks of the fact, that both sides obtained good results during that meeting. At today’s Regnum newsfeed you can get acquainted with the article of our expert and columnist Stanislav Tarasov, where he thoroughly comments on results of the meeting. He reasonably states, that Holland accepts Putin’s relay-state in the settlement process, and that MG is preparing a crucial document. Thus, Baku’s propagandist attempts to make Putin the main responsible for the settlement were failed, as Putin did his job not making him irreplaceable, MG will continue it.
Mr. Kolerov, yesterday the interview by Novruz Mammadov, deputy head of Azerbaijani presidential administration, was much discussed, where he stated that in St. Petersburg preference was given to phase-to-phase settlement of the conflict: return of 5, then 2 provinces. Some Armenian experts consider that this should be ignored, however, it’s not proper to ignore information by an official, who directly implements Aliyev’s commands. This information was denied by Edward Nalbandian, RA Foreign Minister. To all probabilities, this information was a bait by the Azerbaijani side, for a special purpose. In your opinion, what purpose did it pursue?
I’m sure that Novruz Mammadov is lying, and Edward Nalbandian is right for the reason that I like Nalbandian, and I must say that I exclusively don’t like, when he says the truth. That expression, lie by Novruz Mammadov pursues the purpose to conceal Baku’s diplomatic failure from the Azerbaijani community. That’s all. Other processes will continue in France.
