Jirair Sefilian’s and Vitaly Balasanyan’s Negotiations have been Recorded: Garnik Isagulyan

Two days ago members of Founding Parliament initiative and “Sasna Tsrer” armed group stated that they free Vitaly Balasanyan, Artsakh hero, NKR NA MP, from the role of a mediator n negotiations.

This role was assumed to him with the agreement of the armed group, Jirair Sefilian and the leadership, which he was implementing rather productively. Also as a result of that mediation currently there are no hostages in the territory of police patrol regiment. Also as a result of that mediation there are no hostages and negotiations continue to avoid bloodshed.

Through the efforts of V.Balasanyan the leadership agreed on the demand of the armed group and provided the meeting of dozens of reporters. During the press conference V.Balasanyan urged-asked reporters, not to overpass the area meant for them out of security precautions. Some of the reporters not only disobeyed, but also instigated intrigues, which finished with anger, and after some time, with the statements to eliminate the General from the negotiations.

Group member Varuzhan Avetisyan stated, that General Vitaly Balasanyan won’t assume mediating mission for them. According to Avetisyan, Balasanyan behaved himself not properly in the territory of the police patrol regiment, assumed the function of a policeman and prevented reporters’ work.

And during the meeting in Khorenatsi street other negotiator Alek Yenigomshyan stated, that Balasanyan cut Sefilian’s words from the text and improperly introduced them. Note, Balasanyan said, he had discussed the issue of laying down the arms,” Sefilian reflected rather positively, he is ready, but frankly speaking, Sefilian put forward a few issues and respective bodes will reply to those questions.(…) I may officially state, that half an hour ago Sefilian said—I renounce Serzh Sargsyan’s resignation.”

At the meeting held two days ago, Alek Yenigomshyan and NA MP Nikol Pashinyan accused Balasanyan of independent action and in intended distortion of Sefilian’s words. Group members sated they would say who they trust to negotiate between them and the leadership.

Yesterday group member Pavel Manukyan told A1+, that Ashot Minasyan (Ashot Erkat), commander of the Sisian battalion, will substitute Vitaly Balasanyan. In his words, “Vitalik didn’t behave properly, in particular, with the reporters.” By the way, Ashot Minasyan participated in the meetings with the group in the territory of police patrol regiment. Two days ago he was in the meeting with reporters.

Garnik Isagulyan, head of “National Security” political party, Advisor of the NKR permanent representation in Armenia, told 168.am, that the meeting of Jirair Sefilian, Vitaly Balasanyan and Alek Yenigomshyan in Vardashen penitentiary has been recorded, and that record saw Sefilian himself.

Delivering his speech on Khorenatsi street, Founding Parliament member Alek Yenigomshyan said, to shake the movement the leadership was applying to the policy of lie. And he denied V.Balasanyan’s statement that “Sasna Tsrer” group is going to lay down the arms. Yenigomshyan also denied the statement by Vitaly Balasanyan, according to which Jirair Sefilian doesn’t demand Serzh Sargsyan’s resignation anymore, “Vitaly Balasanyan distorted the reality. I was also present during that talk and that expression is out of the context,” Yenigomshyan said.

“General Vitaly Balasanyan is a man of war, he understands everything directly and simply and expresses himself the same way. And Jirair, as a military figure, I’m sure, says everything that way. But what Alek Yenigomshyan understood, and what contexts he observed, it’s his problem. Meeting-talk of the three has been recorded and Jirair saw that record.”

As for Ashot Minasyan’s role in negotiations, G.Isagulyan replied,

“I can’t say anything instead of Ashot Minasyan, I’m not authorized, however, Ashot participated in the meetings of Vitaly Balasanyan in the territory of police patrol regiment. One thing is obvious, those negotiations have been held upon the agreement of both sides—Sefilian and group members, and one can’t eliminate the General from the process due to Yenigomshyan’s observing ‘contexts,’” G.Isagulyan said.
