If Mr. Warlick Says it, He should Implement Respective Programs: David Babayan on Living with Azerbaijanis
“Mediators are simply obliged to include approaches of all sides in one proposal and discuss them, “ David Babayan, NKR presidential spokesman, told 168.am, touching upon the statement by James Warlick, that NK conflict settlement supposes return of some territories under the control of Azerbaijan, for the status of Nagorno Karabakh.
“We should be grateful to those, who are sincere and don’t hide that they again intend to take Artsakh, that they don’t observe any possibility for recognition of the Republic of Artsakh, they always say there won’t be a second Armenian state. However, it doesn’t mean that those approaches are acceptable. That’s why the Co-Chairs had to include those proposals in the agenda of discussions, which doesn’t mean at all that it’s acceptable, as we have repeatedly stated that there is no return to the past,” D.Babayan said.
According to Babayan “territories for the status” idea seemed logical for some people after the 1990s war, “We imagined that only status may save Artsakh and provide security, however, the war and the period following it showed that it’s not so, however, that transformation from national-liberation struggle to statehood occurred after the war, in this situation, such an approach is no more acceptable. Speaking of the territories, we should once again state that this is a rather complicated issue and it should be observed not only from Azerbaijani perspective—the issue of Northern Artsakh, Getashen, Shahumyan is existent.”
J.Warlick also stated that they would like to see contact between people, “As a peaceful settlement, we’d like that Armenians and Azerbaijanis could live together. I believe, there are lots of people in Armenia and in Azerbaijan, who are ready to go to that.”
According to Babayan, theoretically it would be surely good, however, work should be implemented here,
“If Mr. Warlick says that, he should implement respective programs, we always say that conflict settlement process should be reviewed a bit. It should be started from the lowest link—installation of those mechanisms, development of the atmosphere of trust…How can peoples live in peace if Azerbaijan beheads our soldier, shows his head in the villages, territories, Aliyev makes another villain a hero, who beheads Armenian officer in Budapest, they give lots of money, bring that bandit to Baku and state, that they’ll down the plane, which will fly from Stepanakert to Yerevan and etc.? we also want lots of things, however, work should be implemented to that end,” D.Babayan concluded.
