After Lapshin’s case report by Artsakh’s Ombudsman in the European Parliament is a rather prominent event: Bedo Demirdjian

MEP Frank Engel and Ruben Melikyan, Human Rights Defender (Ombudsman) of Nagorno-Karabakh, presented a report on February 14, 2017 on the human rights implications of the four-day war that took place in Nagorno-Karabakh in April 2016.

“The findings of the present report are alarming for the international community, in particular the international human rights community. The systemic and grave violations of the International Humanitarian Law in April 2016 by the Azerbaijani armed forces still require proper actions from the respective international human rights organizations, as a matter of concern for the whole international community,” the report reads. In the report Ombudsman Ruben Melikyan introduced types of crime committed by Azerbaijan during the April four-day war, which are banned by International Humanitarian Law and are considered grave violations. It’s stated in the conclusion of the report that during the April four-day war military operations by the Azerbaijani armed forces had a systemic and well-organized nature.

Bedo Demirdjian, media relations officer for the Armenian Revolutionary Federation’s (ARF) Hay Dat Committee of Europe, told 168.am that it isn’t the first time, when NKR Ombudsman is in Europe. Moreover, according to him, on February 16 Ruben Melikyan will have a similar press conference in Brussels.

“In June 2016 we invited Ruben Melikyan to Brussels. The first report published by the Ombudsman after the Artsakh war was presented in Brussels, then Melikyan had meetings with political circles, European MPs, social organizations, members of Federal and Regional Parliaments,” Demirdjian said.

According to the latter after extradition of blogger Alexander Lapshin Melikyan’s report is a prominent event in the European Parliament. “The fact that the press conference, during which Ruben Melikyan introduced the second report on war crime committed by Azerbaijan in the European Parliament, means a lot after Lapshin’s case, as it deblockades Artsakh contrary to the policy pursued by Azerbaijan.

Essence of Lapshin’s case was establishing fear atmosphere among foreigners intending to visit Artsakh, and Artsakh’s Ombudsman is in the European Parliament, moreover, introduces military crime committed by Azerbaijan, at the same time, grounding that allegations of the Azerbaijani side are baseless,” Bedo Demirdjian said.
