Despite international community’s attention toward referendum, it in no way changes perception of Artakh’s issue and its settlement in the world: German analyst
“Strengthening and extension of presidential liabilities as a result of Constitutional change in Artsakh will in no way be reflected in NK conflict peaceful settlement negotiations,” Uwe Halbach, German political scientist, told 168.am, reflecting to importance of Constitutional referendum launched in the Republic of Artsakh.
He stated that the circumstance that people of Artsakh are able and strive to settle, develop their social, political life, develop institutes, involve international attention, get positive assessments on processes under non-settlement of the conflict can be assessed as positive.
v It should also be stated that these exclusive conditions, patriotic uprising, the reason is publicizing purposes of holding a referendum, that it was launched under absence of resistance inside Artsakh. These exclusive conditions and the situation are the reason that the topic doesn’t miss from the attention of international press, international organizations.
Also the circumstance why authorities of Artsakh changed the Constitution in favor of presidential system is clear: surely taking into account the fact of the April War and its resumption, in case of which the presidential system maybe will more productively, urgently reflect to the situation,” Halbach said.
However, the latter believes that despite wider reflections and attention of the international community, it in no way changes the perception of Artsakh issue, its settlement in the world. According to Halbach the world perceives that there is certainly settled public life, however, it will be more settled in case of total resolution of the conflict, when NK status and the issue of territorial concessions is clarified.
According to the German analyst, as a result of Constitution change strengthening and extension of presidential liabilities will in no way be reflected in the process of NK conflict peaceful settlement, on account of the fact that Artsakh is completely out of that process.
“Otherwise maybe it would be proper to touch upon strengthening or weakening of Artsakh’s positions, however, this won’t be reflected in Artsakh issue, negotiation, except one circumstance, that it’ll make authorities of Baku nervous. As you remember, reflection of OSCE MG Co-Chairs these days was rather balanced and to the point, sense of which was as follows: people of Artsakh can organize their lives as they wish, however, it can’t be reflected in Artsakh’s final status, as it’s going to be a subject of negotiations,” Uwe Halbach said.
