Keys to Artsakh issue settlement are numerous: Alexander Skakov

“Keys to Artsakh issue settlement are numerous, and they’re in Moscow, Washington, Brussels, Paris, and of course, in Yerevan, Baku and Stepanakert. Currently Karabakh conflict isn’t in the agenda of superpowers—the situation on Syria and Iran is more important to them.

Thus, it causes interest neither in Washingotn, nor in Brussels. The situation is different in Moscow—it’s close to Moscow, however, again, not so important. What happened in April was linked to all this,” Alexander Skakov, political scientist, Head of CIS Division at Russia’s State Institute of Strategic Studies, told reporters today.

He stressed that MG deals with Artsakh conflict, there are no serious contradictions amid MG members, however, conflict settlement doesn’t occur,

“By April operations Azerbaijan expressed its discontent from mechanisms proposed by MG. As for Moscow, it was in a rather complicated situation, it had to decide something, and there was no intention to decide anything. Thus, the situation, which existed, totally satisfied Moscow, Brussels and Washington. Moscow has special relations with Yerevan and Baku. That’s why Turkey’s role should be taken into account here.”

Skakov reminded, that during the April war relations of Turkey and Russia, slightly said, were in a bad condition, “Ankara played a provocative role there, i.e. to somewhat influence on Azerbaijan, that the latter didn’t put Moscow in a complicated situation. Currently relations of Moscow and Ankara are good, that’s why that factor currently doesn’t work. Probably at the same time other partners will start working differently. However, I consider, in the upcoming 1-2 months probability of new attacks is little.”

He added, when he says Moscow has special relations with Yerevan and Baku, he doesn’t mean they’re similar, “They are different relations. Relations of Russia and its all partners are different. We aren’t obliged to provide military assistance to our partner, however, we are obliged to protect our ally.

However, along with it, we are obliged to support Armenia, however, not Artsakh. They frequently criticize that Russia didn’t recognize Yerevan as well. Lavrov stated that Karabakh issue isn’t considered as Azerbaijan’s internal affair, i.e. it clearly shows Russia’s position.”
