Artsakh Defense Army serviceman Vahram Avagyan, 20, has been killed from a gunshot wound at 13:15 January 30 at a military base. Artsakh’s Defense Ministry said the circumstances surrounding the incident are yet to be determined.

In a state governed by the rule of law, any case of deprivation of liberty must be adequately justified, proportionate and non-discriminatory. However, hitherto the police have not provided any convincing justification whether they have safeguarded the legal guarantees. Besides, they have not presented any persuasive explanation on the circumstances of investigation.
