They Beheaded Killed Armenian Soldiers and Boasted with such Atrocities: PACE British Co-Rapporteur on Azerbaijani Activities

PACE Monitoring Committee co-rapporteurs on Armenia introduced the outcomes of their visit. Hermine Naghdalyan, RA NA Deputy Speaker, Head of RA delegation to PACE, introduced the debate.

As “Armenpress” was informed from the staff of Hermine Naghdalyan, Head of RA delegation to PACE stated,

“Alan Meale, representative of Great Britain, thoroughly introduced the situation in Armenia during his visit, which coincided with the period of military escalation initiated by Azerbaijan, saying, we understand, that peaceful civilians have been killed and it was filmed, they beheaded killed Armenian soldiers and boasted with such atrocities.

Alan Meale stressed that respective bodies should be interested in those issues and told members of the Monitoring Committee, that they are going to submit those issues not only to the Committee, but as promised in Armenia, to the Secretary General, Ombudsman and other officials and organizations. The Co-Rapporteurs were impressed by everybody in Armenia: both the authorities and the opposition, officials and citizens touched upon it. Alan Meale stated that purpose of the visit to Armenia was to get acquainted with development process of the Electoral Code, processes of fight against corruption.

After Constitutional reforms the process of initiating conformity of the legal field, and it initially seemed that united dispositions won’t be found—negotiations, collective debates, Venice Commission conclusions and etc. According to the assessment by Alan Meale, there was a political will and step by step dialogue was developing, the authorities were following opinions of the civil society and opposition, as a result, solutions were found.

Giuseppe Galati, Italian Co-Rapporteur, also introduced his opinion, stating that the format of collective discussions and dialogue gives results, that there is a political will and the Co-Rapporteurs encourage those approaches, and will continue monitoring.

Armen Rustamyan and I introduced the processes and the agreement within 4+4+4 format reached days ago, once again reconfirming that our purpose is fair and transparent political processes.”
