The OSCE Minsk Group co-chairmanship, and chiefly Russia, are currently attempting to revive the mediation efforts, meanwhile the protection of civilian populations and their humanitarian needs remain largely unsolved. Nagorno Karabakh is becoming the ‘black hole’ of humanitarian protection in Europe.
