Artsakh The Last Frontier
Within the framework of the fact-finding mission, launched by the Office of the Human Rights Ombudsman of the Republic of Artsakh, a thorough research and analysis of the cases of criminal encroachments, committed by the Azerbaijani armed forces against the civilian population of Artsakh, for the 27.09.2020-04.10.2020 time period, have been conducted. The results are presented below:
On September 27, the Armed Forces of Azerbaijan launched a large-scale offensive against Artsakh (Nagorno-Karabakh), targeting also peaceful civilians, civilian infrastructures, as well as reporters providing coverage of the events. Local reporters, as well as reporters from Armenia and international reporters are under target.
During the defensive combat on October 1, private Arsen Seryozha Margaryan, the unit’s rifleman-AD operator, displayed cold-bloodedness and professional prowess. The Co-Chairs strongly condemn the continued violence in the Nagorno-Karabakh conflict zone as well as against targets in the territory of Armenia and Azerbaijan away from the Line of Contact, and express our alarm at reports of increasing civilian casualties. Targeting or threatening civilians is never acceptable under any circumstances. The Co-Chairs call on the sides to observe fully their international obligations to protect civilian populations.
