How big is the market? The representative of Yandex, for instance, mentioned in his speech that there are about 25 thousand taxi service providers in Armenia, half of which isn’t registered. This, of course, is the result of their survey, and it’s difficult to say how close it’s to the reality.
“I don’t consider that this trilateral format may become an alternative to the Minsk Group. I think, this is a sign to seek for an alternative, to which nobody gives importance, as Minsk Group format is international, although it’s not so productive, it corresponds to the essence of the conflict, where neither side has a monopoly. Thus, in Russian format, I don’t consider a scenario will be available, which will be beneficial to all the sides.”
When will the tanks supplied by Russia recently act? When another footage will be spread on the internet, in which Armenian soldiers will be commanded to wait and not to shoot? When a few more generals will be arrested? And finally, when the April war will be resumed or the issue of that war be settled within other agreements? It’s all a matter of time.
More or less object agreement reached in St. Petersburg refers increasing the number of observers at the contact line. However, it should be noted, that increase of the number of OSCE observers is considered a step deriving from installation of investigative mechanisms, which was touched upon after the Vienna meeting.
“I can only add the following, that the statement, which followed yesterday’s meeting held in St. Petersburg, once again stressed readiness of France to accompany this negotiation process,” the Ambassador said.
Jirair Sefilian is a definitely symbolic character, and by detaining him, Armenia’s authorities, to all probabilities, tell the world that they are not only simply ready to retreat territories, but are so ready, that they isolate those opposing to them. This is also a message to Armenia’s all powers and citizens what will happen to those attempting to oppose withdrawal of territories. To prove the opposite the authorities should submit proof not giving way to doubts, that Sefilian was plotting a coup. Judging from everything, such proof still lacks and should be “prepared” during the process.
During the meeting with Putin Serzh Sargsyan particularly thanked the Russian side for mediative efforts in Nagorno-Karabakh conflict and confirmed, that Armenia hopes to settle NK conflict excusively through peaceful means.
“Unfortunately, such conflicts are never settled at the wish of one party. We would be glad if we managed to make progress today towards the implementation of the agreements that we have achieved, in other words, to create mechanisms of investigating ceasefire violations. This would create a good working climate for talks,” Sargsyan said.
The investigation revealed that one of the detainees, Jirair Sefilian had come to an agreement with an armed group to take over buildings, important structures and means of communication, including Yerevan TV Tower. For that purpose, they purchased illegal weapons and ammunition and hid them in different places. Moreover, some members of the group had planned to carry out criminal actions during the four-day war in early April.
“I told long ago, that I don’t imagine settlement, and such conflicts are being extended and not settled for dozens of years. This is one of those conflicts. The four-day war clarified the existent threat around Karabakh, which needs to be neutralized. I think Co-chairs and the sides will attempt to do this,” he noticed. In his words, Russia is pursuing its own policy in Karabakh and between the conflicting countries, with which they may either agree or not.”
