“Over the last 25 years Artsakhi people clearly realized that they are loyal to their decision, i.e. as a state Artsakh has been formed with all its attributes. Recent April war proved that people of Artsakh are ready to draw back any adventurism and more strengthen the positions,” Shavarsh Kocharyan said.
Today is the 25th anniversary of the Declaration of Independence of Nagorno Karabakh: Armenians in Artsakh proclaimed their decision on secession and independence from Azerbaijan and building a democratic state 2 September 1988. However, 25 years later it should be regretfully recorded that achieving a strong civil society and a democratic state in Artsakh hasn’t been reached yet.
On this festive day we remember with special gratitude all our martyrs, brave sons of the Armenian people, those, who on the cost of their lives paved the path to our Motherland’s bright future. We ought to always keep the memory of our devotees. The best way to do it is the consistent development and strengthening of the free and independent NKR.
It is evident that any challenge in the OSCE area needs to be dealt through dialogue. We can debate endlessly the essence and scope of the OSCE principles and commitments, which should shape this dialogue. However, if we do not agree on one basic principle then apparently all our efforts will be in vain. The non-use of force or threat of use force constitutes that very principle. Unconditional adherence to non-use of force is essential for any security related endeavor in the OSCE area.
Last April’s military actions once again or rather once more proved that if the enemy tries to solve the problem through military means, he will be thrown back with losses. It proved that no force in the world is capable of solving the Nagorno Karabakh issue through military means. There is no such force because you live, because you are true to the choice you made 25 years ago. There is no military solution; solution is political.
“In my conviction, Russia-West, including Russia-Germany tension, ongoing situation in the region prevented those efforts from bringing benefit to the settlement process. Conflict neighborhood is also dangerous, which has created a complicated situation both for conflicting countries and mediators,” Halbach said.

Recent developments showed that Serzh Sargsyan has more obligations before NK, than protection of interests of those countries in negotiations. In particular, at the moment he’ll lay down the power, authorities and opposition should have been developed in the country, which will consider speculation of NK issues improper. Otherwise, the “We don’t have a country to turn into a circus” allegation will be equal to nothing.
“If they were implemented, then we would see it, but what progress can we talk about without implementation of agreements? But the threats have always existed, and we must always be ready for everything,” Shavarsh Kocharyan said.
“I don’t consider that any expert assessment should be commented. There are lots of figures like Bryza, who may express an opinion, and despite those ideas and assessments, I clearly gave my assessment: since 1994 together with all disputable issues, positions of the Republics of Armenia and Artsakh in negotiations regarding documentation wasn’t as profitable as they’re today,” Eduard Sharmazanov said.
